全球拉响猪流感警报

世界卫生组织25日警告说,墨西哥和美国发生的猪流感疫情已构成“具有国际影响的公共卫生紧急事态”,所有国家都应加强对非正常暴发的流感类疾病和严重肺炎的监控。

世界卫生组织发布“3级警告”

世卫组织紧急委员会认为,尚不能确定是否应调整目前的流感大流行“3级警告”水平,这需要收集更多信息才能决定。

世卫组织的流感大流行警告共包括6个级别,“3级警告”意味着一种新的亚型流感病毒正在使人发病,但还没有发展到在人际间有效且持续地传播扩散。

人感染猪流感的病例很少见,猪流感病毒几乎不在人际间传播。2005年12月至今年1月,美国只发现过12例人感染猪流感病例。人感染猪流感后,会出现高烧、精神不振、厌食、咳嗽等症状。

墨西哥城各级学校一律停课

墨西哥卫生部官员科尔多瓦25日通报说,墨西哥已发现80多人死于流感,其中至少20人确诊感染了A/H1N1型猪流感病毒,全国疑似病例达4000余人。

他说,首都墨西哥城大、中、小学校及幼儿园将继续停课,复课时间初步定为5月6日。但目前政府还没有考虑建议工厂或其他单位停工。

墨西哥城动用大量警力和士兵从23日开始免费向市民发放600万只口罩,以帮助预防猪流感,同时在墨西哥城设立了多个防流感信息站,分发宣传手册告诉人们正确的预防措施。

埃夫拉德24日说,553场体育和文化活动至少推迟10天,以避免公众大规模聚集。在墨西哥城进行的世界跳水系列赛墨西哥站也被迫成为闭门赛,不对外开放。

墨航未取消航空班次

墨西哥航空公司25日在一份公报中称,截至目前,该公司未因猪流感疫情取消任何航班,仍保持日均600个航班班次的水平,且未在机场及飞机上发现任何人感染猪流感病例。

墨航表示,已采取相应措施,其中包括定期为机组人员体检、进一步严格机上所提供食物的卫生检疫,以及对登机前出现感冒迹象和症状的旅客免费改签机票等。

墨航目前拥有40条国内航线和18条国际航线。2008年,墨航开通了从中国上海到墨西哥城的直航航线。

美国进入公共卫生紧急事态

美国国土安全部长纳波利塔诺26日宣布,随着猪流感疫情暴发,美国进入公共卫生紧急事态。当日,美国疾病控制和预防中心代理主任贝塞尔26日宣布,美国已确认有20人感染猪流感。

纽约市长布隆伯格26日说,美国疾病控制与预防中心已确认,该市一所私立中学的8名中学生感染了猪流感。该校的一些学生两周前去过墨西哥旅游城市坎昆。近日,该校100多名学生以及一些学生的家人出现流感症状。

美国加利福尼亚州和得克萨斯州此前已经发现了8名猪流感患者。他们感染的是H1N1亚型猪流感病毒的一个奇特毒株。该毒株包含人流感病毒、禽流感病毒和猪流感病毒的基因片段,感染者的症状与普通流感病毒感染者的类似。美国疾控中心代理主任理查德·贝塞尔24日曾表示,通过接种、隔离等方式控制疫情暴发为时已晚,一旦在地理上的感染范围扩大,这种病毒可能很难控制。

拉美邻国加紧防范

由于美国和墨西哥猪流感肆虐,周边国家正采取紧急预防措施,避免疫情扩散至本国境内。

哥斯达黎加卫生部长阿维拉25日表示,已向全国发布流感预警,并已正式向泛美卫生组织提出申请,要求该组织紧急调配抗流感病毒类药物,“为日后可能在本国暴发的猪流感疫情未雨绸缪”。

洪都拉斯卫生部长阿吉拉尔25日发布陆空边境卫生检疫预警,对从国外进入洪都拉斯境内的人群进行严格检疫。

秘鲁卫生部已启动了一个在全国范围内应对潜在威胁的防治准备计划。

智利卫生部拟订了传染病预防应急计划,下令在圣地亚哥国际机场对所有入境旅客进行防疫检查。

危地马拉、尼加拉瓜、萨尔瓦多也发出预警,加强监测边境卫生检疫。

亚欧各国严阵以待

韩国从27日起对来自美国和墨西哥的猪肉进行更严格的检疫,对曾前往上述国家人员的随身物品进行检疫。

日本首相麻生太郎26日上午要求采取万全之策,尽全力确保国民安全。26日上午,日本政府把在首相官邸危机管理中心设立的信息联络室升格为官邸联络室;农林水产省要求各动物检疫所严格检查进口生猪;厚生劳动省要求全国各检疫所对从墨西哥入境的旅客进行全面健康检查;国土交通省呼吁日本旅游业协会提醒前往墨西哥的日本游客注意健康安全。

新加坡卫生部建议过去一周从墨西哥或美国得克萨斯州、加利福尼亚州回到新加坡者,如出现流感症状,立即就医。

菲律宾政府宣布禁止美国和墨西哥生猪入境,鼓励人们接种常规流感疫苗。

马来西亚卫生部宣布,开始监控往返于墨西哥的旅行者。

新西兰卫生部长赖亚尔26日晚证实,十多名刚从墨西哥旅行归来的新西兰中学生和教师已被确认感染甲型流感病毒。目前虽不能肯定这些学生感染的是猪流感病毒,但不排除这种可能性。

法国国家卫生监督所26日宣布,4名法国人疑似感染猪流感病毒。其中一对夫妇刚从美国加州旅游归来,其子虽没出国,但被怀疑受父母传染。法国外交部25日设立了危机应急中心,并开通电话专线处理有关墨西哥猪流感疫情的咨询事宜。

西班牙卫生大臣希门尼斯26日证实,3名西班牙人从墨西哥旅行归来后,表现出疑似感染猪流感病毒的症状。他建议从墨、美归来的人在10天内去医疗机构接受身体检查,如果发现可疑症状,立即就医。

英国卫生保护署认为,发生在墨西哥和美国的疫情“很不寻常”,需要对这一疫情的严重程度及传播速度进行更多的调查和研究。

拜登失言制造恐慌 白宫出面道歉

随着A型流感疫情不断在美国蔓延,美国副总统拜登表明,自己和家人不会乘搭飞机、地铁或到公共场所。有关言论被批评为制造恐慌,拜登其后收回有关言论,白宫发言人吉布斯更就有关言论向感到恐慌的国民道歉。
  
事缘拜登在接受全国广播公司(NBC)访问时,被主持人问到如果其家人询问应否在下周乘坐商业航班到墨西哥时,他如何回答?拜登说:“我会告诉家人,我现在不会走到密封的地方去。这并非有关前往墨西哥的问题,而是在于你身处密封的机舱。当一个人打喷嚏时,便会在全机散播开去。”

  他还称:“在这点上,我也不赞成他们乘搭另一交通工具,诸如地铁。”

  美国航空交通协会主席梅伊对拜登的上述言论极度失望,并去信抗议说:“事实上,商业航班的空气质素较大部分公共建筑物洁净。”梅伊认为:“我们需要以负责任态度应付流感威胁,但同时亦要维持经济发展。”

  美国旅游协会主席罗杰道亦指出,民选官员应该发表准确及充足的公共卫生信息,而非叫人不要去旅游,以免窒碍经济活动。罗杰道呼吁公众应听取卫生专家及奥巴马的建议,而根据奥巴马的说法,A型流感值得关注,但无必要恐慌。

  针对拜登惹起外界争议,拜登的办公室及白宫新闻秘书吉布斯说,拜登只是强调如无必要,不应到墨西哥旅游。吉布斯指出:“我对因此引起的恐慌致歉。”

  现时美国的A型流感疫情已席卷17个州,有大约130人确诊患病,为控制疫情蔓延,全美约3百间学校停课,当局亦准备增购1300万剂抗流感药物,并计划把其中40万剂送到墨西哥应急。

中国:猪流感疫情来自福建是一派胡言

日前有境外媒体网站称我国福建省福清市和长乐市个别地方发现一些死猪,称墨西哥猪流感疫情可能来自福建。记者29日从农业部了解到,农业部、卫生部已要求福建省相关部门对此事进行了核查。

据核查,当地个别养殖户违规丢弃死猪,系常见的仔猪黄白痢、仔猪水肿病导致少数仔猪死亡。经对周边养殖场(户)生产情况及疫病防控情况进行排查,未发现有重大动物疫病。我国未监测到此次北美地区感染人的猪流感变异病毒。墨西哥猪流感疫情病原来自中国的报道毫无根据。

农业部有关专家指出,目前我国没有对墨西哥、美国等国活猪出口贸易,我国也未监测到猪流感变异病毒,或者出现人感染病例,从传染病发生规律看,这些国家发生人感染猪流感变异病毒疫情,病原不可能来自中国。

有关负责人表示,墨西哥、美国出现人感染猪流感病例后,农业部高度重视,多次召开专家会商会,研判境外疫情形势,并全面分析2000年以来我国猪流感监测情况。监测结果表明,目前我国没有监测到此次感染人的北美流感病毒变异株。

WHO Raises Pandemic Level for Swine Flu, Mexican Death Toll Mounts

April 27, 2009 — The World Health Organization (WHO) today raised its pandemic alert level for swine influenza to phase 4, signifying human-to-human transmission of a virus able to sustain communitywide outbreaks. Meanwhile, the number of deaths attributed to swine flu in Mexico increased to 149 today while the number of confirmed cases in the United States doubled to 40, and cases have also been reported in Spain, Scotland, and Canada.

These developments came on day 2 of a public health emergency declared by the US Department of Health and Human Services. While no one in the United States has died from this new strain of influenza, now found in 5 states, and only 1 patient has required hospitalization, the acting director of the Centers for Disease Control and Prevention (CDC) said in a news conference today that no one should be surprised if the disease takes a greater toll.

"I expect that we'll see cases in other parts of the country, and that we'll see a broader range in terms of the severity of the infection," said Richard Besser, MD.

The states where swine flu cases have been confirmed are New York, Texas, Ohio, California, and Kansas, the same roll call as on Sunday. The 20 additional cases added to the tally Monday were among students at St. Francis Preparatory in Queens, New York, where 8 cases were originally reported. Dr. Besser said that the new cases do not represent any ongoing transmission of the swine flu virus, but just additional testing of the students there.

The ages of the 40 confirmed cases in the United States range from 7 to 54 years, with the median at 16 years, according to Timothy Uyeki, MD, a medical epidemiologist in the CDC's influenza division, who also held a news conference today. While travel to Mexico figured into some of the cases, none of them involved exposure to pigs. "It appears to be a human-to-human transmission," Dr. Uyeki said.

The single US patient who required hospitalization was not admitted on the basis of just swine flu symptoms, which have mirrored those for seasonal influenza — fever, coughing, a runny nose, and sore muscles, along with vomiting and diarrhea in some cases, according to Dr. Uyeki. "This person was immune-suppressed and had underlying medical problems that were likely involved in her admission," he said.

Dr. Uyeki, Dr. Besser, and other experts are still struggling to understand why this new virus — swine influenza A (H1N1) — has had such deadly consequences in Mexico, but such relatively benign ones here. The growing number of confirmed cases in Mexico, now at 26, and suspected cases, now close to 2000, prompted Dr. Besser to recommend Monday that US citizens refrain from nonessential travel to Mexico for the time being. However, Dr. Besser said that a similar recommendation from the health commissioner of the European Union about not traveling to the United States was "premature."

The swine flu outbreak has grown to global proportions, with confirmed cases now in Spain (1), Scotland (2), and Canada (6) in addition to those in Mexico and the United States. Mexico is the only country that has reported deaths related to confirmed cases.

Responding to the outbreaks, WHO raised its pandemic alert level from a phase 3 to a phase 4 on today. This phase, part of a 6-level scale, indicates "that the likelihood of a pandemic has increased, but not that a pandemic is inevitable," according to WHO. The next phase on the scale — 5 — marks a full-fledged pandemic.

The CDC's Richard Besser said that the decision by WHO would not cause the United States to change its game plan in responding to the outbreak. "Our actions are based on what's taking place in our country and our communities," he said.

ATLANTA – The federal government is preparing a travel advisory instructing Americans to avoid nonessential travel to Mexico, the acting head of the Centers for Disease Control and Prevention said Monday.

Dr. Richard Besser made the disclosure during a news conference in Atlanta, saying the advisory was being released "out of an abundance of caution."

Besser also reported 40 confirmed cases of swine flu in the United States, including 20 in New York City. He said people can help keep the disease from spreading by taking everyday precautions such as frequent handwashing, covering up coughs and sneezes, and staying away from work or school if they're not feeling well.

Before the CDC changed its advice to travelers, U.S. airlines were reporting that some passengers have already changed or canceled their plans to fly to Mexico.

Spokespeople for US Airways, American Airlines and Delta Air Lines said Monday passengers have requested travel changes, but none of the carriers would say how many. The three airlines said their operations are proceeding as normal and they have not canceled any flights to Mexico as a result of the scare.

"The loads are a little bit less than they normally would be for this time of day, but we are not seeing mass bookings away," said Michelle Mohr, a spokeswoman for US Airways.

The carrier does not fly nonstop from Europe to Mexico, but it does offer European travelers the ability to connect to Mexico through U.S. airports. The top European Union health official urged Europeans on Monday to postpone nonessential travel to parts of the United States and Mexico because of the swine flu virus.

American Airlines spokesman Tim Smith said his carrier has not had a lot of requests for travel changes, though there have been some.

Delta continues to follow CDC and government agency recommendations, spokesman Anthony Black said.

"We have seen minimal changes to customer bookings," he said.

Several airlines are allowing passengers to change their travel plans to or from Mexico without any fee or penalty.

Airline stocks, meanwhile, were pummeled Monday. Shares of Delta, US Airways and American parent AMR Corp. were down double-digit or high single-digit percentages in midday trading in New York.

Merrill Lynch analyst Michael Linenberg said in a research note Monday that news of Mexico's outbreak of deadly swine flu is likely to pressure U.S. airline stocks in the near-term as investors fear a replaying of Asia's SARS episode, which impacted the global sector in the spring of 2003.

"Airlines with large international operations, especially to/from Mexico, are likely to be perceived by the market as having the most downside risk in the event that the swine flu becomes a pandemic," Linenberg said.

CDC, in collaboration with public health officials in California and Texas, is investigating cases of febrile respiratory illness caused by swine influenza (H1N1) viruses. As of 11 AM (EDT) April 25, 2009, 8 laboratory confirmed cases of Swine Influenza infection have been confirmed in the United States. Four cases have been reported in San Diego County, California. Two cases have20been reported in Imperial County California. Two cases have been reported in Guadalupe County, Texas. Of the 8 persons with available data, illness onsets occurred March 28-April 14, 2009. Age range was 7-54 y.o. Cases are 63% male.
The viruses contain a unique combination of gene segments that have not been reported previously among swine or human influenza viruses in the U.S. or elsewhere. At this time, CDC recommends the use of oseltamivir or zanamivir for the treatment of infection with swine influenza viruses. The H1N1 viruses are resistant to amantadine and rimantadine but not to oseltamivir or zanamivir. It is not anticipated that the seasonal influenza vaccine will provide protection against the swine flu H1N1 viruses.

CDC has also been working closely with public health officials in Mexico, Canada and the World Health Organization (WHO). Mexican public health authorities have reported increased levels of respiratory disease, including reports of severe pneumonia cases and deaths, in recent weeks. CDC is assisting public health authorities in Mexico by testing specimens and providing epidemiological support. As of 11:00 AM
(EDT) April 25, 2009, 7 specimens from Mexico at CDC have tested positive for the same strain of swine influenza A (H1N1) as identified in U.S. cases. However, no clear data are available to assess the link between the increased disease reports in Mexico and the confirmation of swine influenza in a small number of specimens. Clinicians should consider swine influenza infection in the differential diagnosis of patients with febrile respiratory illness and who 1) live in San Diego or Imperial counties, California, or Guadalupe County, Texas, or traveled to these counties or 2) who traveled recently to Mexico or were in contact with persons who had febrile respiratory illness and were in one of the three U.S. counties or Mexico during the 7 days preceding their illness onset.
Patients who meet these criteria should be tested for influenza, and specimens positive for influenza should be sent to public health laboratories for further characterization. Clinicians who suspect swine influenza virus infections in humans should obtain a nasopharyngeal swab from the patient, place the swab in a viral transport medium, refrigerate the specimen, and then contact their state or local health department to facilitate transport and timely diagnosis at a state public health laboratory. CDC requests that state public health laboratories promptly send all influenza A specimens that cannot be subtyped to the CDC, Influenza Division, Virus Surveillance and Diagnostics Branch Laboratory.
Persons with febrile respiratory illness should stay home from work or school to avoid spreading infections (including influenza and other respiratory illnesses) to others in their communities. In addition, frequent hand washing can lessen the20spread of respiratory illness.
CDC has not recommended that people avoid travel to affected areas at this time. Recommendations found at http://wwwn.cdc.gov/travel/contentSwineFluUS.aspx will help travelers reduce risk of infection and stay healthy.

在这座人口约2000万的大都市,市中心的行人走道冷冷清清,连当地人最爱的周末家庭户外消闲场所——查普特佩克公园(Chapultepec Park)也静得鸟语清晰可闻。墨西哥举国最着迷的消遣活动也遭殃,两场门票早已售磬的足球赛,将在空无观众的体育场举行,以防病毒扩散。

市长埃布拉德周五宣布,有553个体育及文化项目将取消至少10天,并要求夜店和餐馆等也效法。有七成夜店在当局出动人员驱赶狂欢者的情况下被迫暂停营业。至少有一家坚持营业的酒吧在门口安排人员,替客人检查喉咙和测量体温。除了录像带租借生意火热,送上门的快餐外卖也忙得不可开交。

部分超市已出现恐慌性抢购,一名购买了60毫升饮用水的男子说:“只是以防万一;万一问题比他们透露的更加严重。”

首都地区的学校自1985年地震造成万人罹难以来,周五第一次被令全部关闭,直到5月6日;中部州属墨西哥州和圣路易斯波托西的学校也关闭。家长们纷纷取消孩子的派地计划。在当地旅游的外国游客就损失大了。由于许多旅游景点,包括博物院都关闭,街上可见一脸困惑的旅客在徘徊;有些旅客对流感肆虐毫不知情,有些认为当局的防范措施过了火。

一名旅客则说:“有点令人不知所措,因为是旅客,你不知道会不会受困这里。有关信息不多,让人相当担心。”不过,城市内旅游景点关闭倒益及巴士公司,环绕市内和开往郊外景点的旅游巴士,生意兴旺。
