This has been answered time and time again, nonetheless someone else is
going to ask in the future, I just hope they google this and end up reading
the solution on this thread.

To "disable" hands-free activation (handy for those on alternate carriers)
UNINSTALL systemupdates.apk

Yes, you need to be rooted. Yes you need a root uninstall app to remove it.
Yes, you can use a rooted file manager and manually remove it.
